If it has even the tiniest look that it might even slightly be an answer, don't flag it, was the lesson I learnt with rejected flags.

Only definite comments/other questions as NAA or clear spam/offensive. I sometimes do dupes, but only with other.
 
It might be an answer is the reject reason for 90% (at least) of all the rejected flags in SE.

Ok I'm not arguing with that if its the community's policy but in that case I don't see any situation in which the VLQ flag is appropriate. Anything that's not an answer can be handled by NAA.
