It depends. Inflation is tricky. Using this chart inflation has been below 3% for the past 10 years on average, so 3% is still an actual raise. Note that people will debate "is inflation calculated right?" for a long time.

@Dan - Think about the last time your workplace had a seminar on sexual harassment or workplace bullying. My guess is it was probably an hour long and had lots of information intended to teach not just tell. I'd be very surprised if someone just walked into the room and said "Don't do X. That is all. Good day." Can you or someone else perhaps add a bit more to this so we also do the same? Hope this helps clarify.
