Sure, that whole question could be re-worded to be way more general-purpose, but the core question would still be 'What can one do in a situation like that?'

I made a change in this question to change it from asking what to do, to focusing on a goal of being productive since that seems to be the big complaint of the op for why he feels the internship is not successful.

I'm not sure honestly, I'm in a weird developmental program which is way less defined than most normal positions

I was in a position like that a couple years ago. Basically one of three people to really understand the software we were working on with a workload enough for 6 or 7. When I decided I wanted to leave I mentioned it to a lot of people, informally, a couple of times, but it took me a whole year to officially announce that I'm going to leave, because of that same feeling. Leaving something unfinished, letting the team down, etc.
Some time after I left, I realized that it was really true that people didn't care. To them (the big heads) I was just work force. They didn't even realize they were in trouble until early this year when even the last of the original dev team left that team

@CMW well in this case I think my direct manager would care because we are dramatically changing his project workflow
though I suspect you are right. I am probably over exaggerating how important my project and my boss thinks I am

Oh, I didn't mean to say that, but to point out, that you can't tie yourself down, over care for a project that those responsible for it care less about than you.
 
I have the annoying problem of taking on responsibility for things too. kinda a bummer sometimes when you takeon responsibility and then are put in a place you have to choose to give it up :)

@CMW A better analog for that question would be "What do I need to know before I talk with my manager/HR about this situation". What should/can I do is bad we cant make decisions for you or lay out all of your options because they are infinate. We can tell you how to cross the goal line but you need to tell us where the goal line is
