Are yes/no questions like that really constructive?
Seems to me the possible answers are "yes, it is ok." + explanation and "no, don't do that" + explanation
Where explanation is subjective and would vary depending on culture/location/industry

@Jim I would say so, because it is a "yes/no - and give explanation for either"
 
@Jim Depends on how focused it is. I don't think this one is answerable beyond opinion + why as you say. And I don't think the potential answers are that valuable to most people.

thats broken window syndrome imo... you get too many bad questions and one that is just not good seems like a gem... but its just another rock
 
I guess I more or less determine questions in a "would this question be useful to other people" sense - the good cop/bad cop one I see as useful both for interviewers as well as interviewees

Answers with significantly lower score than the question are also rarely a good sign. It's easy to "answer" but...so what? Who's it helping?
