It's clear and completely wrong. You can borrow the ideas of any license, but the text itself remains copyrighted. The text of many software licenses are copyrighted. The GPL says so prominently at the top. The creative commons licenses say "The text of the Creative Commons public licenses is dedicated to the public domain under the CC0 Public Domain Dedication."
