@Yan in Portugal it is expected you to earn a master's degree before applying for a PhD. It is possible to engage in a PhD degree without a master's degree, there are no university regulation against that. However, if you want to apply for funding to the FCT (Fundação para Ciência e Tecnologia) you must have a master's degree at the time of application - it is an explicit requirement.
