Um, because they are experienced users and they should know to do so, especially when their previous questions were good. But now I see the same users giving questions with no research and just asking "what's the meaning of this"
Unless of course, I may be just overreacting to this :P

I'm not clear what you're saying. If there are some specific questions that have been closed that should not have been closed, that's an issue. Can you link some?
