@CowperKettle I'd expect "Federal Service" to have an article, but it might depend on the sentence and/or the idiomatic way of referring to the service.
@HosainSadeqi is this in a sentence, a label on a button in a website, a bullet point, or what?

@AIQ I agree. I think the reason "splash" is chosen over "spill" is probably because it indicates force, but I consider "spill" at least equally appropriate in this context

There isn't any strict rule on this ... I have written answers with credible sources that says a comma is not mandatory all the time when joining two independent clauses with a conjunction ...

You are not taking into account set phrases and idioms which make "spilled milk"'s occurrences more frequent. Like "no use to cry over spilled milk"
