Q: Help transcribing part of a YouTube Video

HeavenlyHarmonyI came across this video in July 2013, and I've tried to understand some of what was being said, but because of my severe hearing loss and almost no captions, I wasn't able to make out all of the video. I was able to infer about 90 percent of what was said, though. Someone on Meta recommended tha...

> Order of the Federal Service for Supervision of Healthcare of February 15, 2017 No. 1071 "On approval of the procedure for the implementation of pharmacovigilance."
Do I need The before order?
It is numbered, so it must be "no". But it's named, so it must be "yes".

> List of pharmacovigilance requirements of authorized regulatory bodies in Russia and EAEU. (Is this "of" okay, or should it be "by"? Or maybe "set by" or "specified by"?)
"Appendix 3. Corrective actions to address nonconformity of pharmacovigilance procedures to the legislative requirements" (is this the out of place here?)
I think that since this is a title of a document which may involve different requirements at different times (as the document is being amended now and again), I should drop the.

@AIQ i did stumble over in-migration. it would seem more natural to say migration into .. say migration into/migration out of or in-migration/out-migration in like pairs..
@snailcar um thanks... just a little diversion. im on puzzling SE. but its pretty lame for their caliber of puzzling
@snailcar I'm a big fan of Will Shorts jmp.link/3685 and his puzzles..

@CowperKettle As a proper name I would say it needs "The" even if its in a list

@CowperKettle I would at least use 'set by' . 'specified by' is good too, and defiitely formal use.

@GWarner Those are technical terms (jargon) that I have to keep. Of the 23 papers I summarized, all of them used those terms. Those words are ugly as hell.
@GWarner Lol, that Wikipedia page says he has a degree in "Enigmatology". I googled that, and according to willshortz.com, he "designed his own major program at Indiana University, which in 1974 led to his one-of-a-kind degree in Enigmatology, the study of puzzles".
Also, it's Shortz, heh.

@AIQ I think it still stands that when used together the syntax should match. But I'm just a Yanqui meddler!
@userr2684291 Yea I typed his name before I got the link, and I do remember reading something about his one of a kind degree.

@CowperKettle cute.. I will save that with the quotes I'd been collecting, some of which I have shared here.
