Don't do that. There's no need to censor the word in the answer body. It's more about the title, I'd say. People who don't like seeing the word at issue won't click on the question in the first place. And if they have, well they might've clicked on something much worse.

Anyhow, I absolutely disagree with user MaulikV's answer because what a hell/fuck isn't really a slang term (slang is a non-count noun, by the way), but even if it is, it hasn't (as per the comment underneath their answer) gained enough currency to be recognized.
Yes. I wouldn't advise a learner to use that expression, as it'll scream "English isn't my first language". I suppose some may consider it goofy or idiosyncratic or non-native-ish, so if you want to keep that image I suppose you could keep saying it on purpose that way. It will be understood in the proper context, I'd say.
The expression in question doesn't break any grammar rules.

The difference between what the hell? and what a hell! isn't subtle: the first is what you say when you're stumped or angry or experiencing an intense emotion or some such (dictionaries will do a better job at defining it succinctly); the second is an observation, and in this case on a more expressive side.
Actually, now that I think of it, the first could also be used as an observation. More like some kinda meta... like, I'm expressing this emotion, perhaps I'm sorta "faking" it just to convey my perspective on this.
