@ColleenVpartedways and @M.A.R. I am being given a bounty for my answer, which was initially wrong. I don't feel right about this. Had someone not told me about the problem, I wouldn't have found it on my own. There is another answer which is correct. What should I do? Comment on my answer that OP give it to the other answerer?

@AIQ You should be gracious and accept the gift in the spirit given. Once a bounty is awarded, it can't be retracted. Being correct is not the only quality worthy of recognition. If your answer is correct now, and the bounty giver wants to reward you for correcting it, what's the problem with that?
This is a collaborative site. That someone pointed out the problem and you corrected it is exactly how this site is supposed to work.

I never really understood the use of "that" over "in which" after "in the period". And I also don't understand "has been improving" in that sentence.

There is really nothing ironic about this - there is a temporal aspect to investment. OP is saying "in the period". When business regulations are eased (i.e., when red tapes are reduced) in a particular period, it is quite natural for investment to not grow. It will in the next period. Investments require savings, I = S, and that does not happen in the same period when regulations are relaxed.

I don't know where you got that sentence from, and I'm not really interested in that stuff.
