@ColleenV We had a door lined with a layer of thick woolen cloth, and the cat liked it very much, because it permitted climbing and getting down easily. The whole front surface of the door was covered with this cloth, about 5 mm thick
Probably not woolen, I recall it was closer to a layer of felt, similar to the material used for making valenki

So I am thinking, why would a user accept an answer, and not upvote it? It does not make sense because "accepting" an answer means that answer helped OP, but not upvoting it means it was not useful. I am confused.

On a serious note, perhaps there's a reputation threshold they've yet to cross that'd enable them to cast votes.

The other possibility is that they did upvote it, but someone else downvoted it.

@ColleenV Hi, you are right some of them have less than 15 rep. Very few have a 0 due to upvotes and downvotes cancelling out. But there are those by users with 300+ rep who selected an answer but did not upvote.
@ColleenV and @userr2684291 I think some of them (with voting privileges) do not upvote because they don't like the answer (its not useful to them) but do select them as the accepted answer because they get +2 rep.
That is awful ...

@AIQ Well, maybe they feel their question was answered but their threshold for whether the answer was “good” and deserves an up-vote is higher than “sufficient to answer my question”.
Also, many learners don’t feel comfortable up-voting because they aren’t confident the answers deserve it.
