This is why I suggested the puppet meaning, which is the only way I could see how this definition would be applicable in context. Now I'm told this would be unlikely so I'm back to square one. By the way, Wikipedia is not a dictionary. I had checked dictionary.com, which has the definition discussed in Wikipedia.

@skullpatrol I've checked the source article for the reference which is not in English. The issue was actually an problem with the translation. In English you had a sentence such as "X politician was depicted as a bobblehead" whereas in some translation the word "described" was used instead. The definition in Urban might be equating bobblehead with big head as in some inflated ego. So yeah, in the end there is no question about this after all.
