A Fallacy of a Democracy
“Democracy is beautiful in theory; in practice it is a fallacy.”, forenamed Benito Mussolini. The character of Ralph and the symbol of the conch and William Golding’s use of them both in Golding’s novel Lord of the Flies, alludes beautifully to this quote. In the novel, Ralph symbolizes democracy, and the conch embodies the power that people give up to ensure that the democracy works. Golding altars of both to show what their symbolism Democracy is weak because it only has power if people follow the rules and listen.

As usual with these things, justifying the choice is a little harder.
It might have to do with calibration being a more 'precise' or 'careful' thing to do than simply having a specific capacity. So if you have this carefully specified thing (calibrated cylinders), then slap a coarse descriptor in front of it, it's a little jarring (no pun intended). On the other hand, starting with the generic cylinders, refining it a little to 25mL cylinders, then finally stating that they are calibrated 25mL cylinders - that's a more steady progression.
