Hi @ColleenV, I don't think this is a real duplicate of the other question.
I read the question and the answers on the other post, and I think they don't really help this asker.
While we say 'Who are we?', we say 'Who is to blame for who we are?'

If that is what you want to say, maybe rewrite the sentence.
