@yubrajsharma There are a number of names for a mental hospital, but it all depends if you are looking for a derogatory or a clinical term. A psychiatric hospital is probably the most neutral term.

@yubrajsharma A tip is a projecting end or a point, the top is the part that is "highest". The tip of an iceberg can be at the top of the ice berg, but the top of a box is not the tip of a box.
You can say "He poked the pile of leaves on the ground with the tip of his walking stick." but you wouldn't say he poked it with the "top" because that's not the part that would be highest.
@user2684291 Hmm. Perhaps that's better. What I thought was that there was a faint whiff of 'effort' in can, which does not become someone who speaks the language with utmost fluency.
I mostly rely on my ear when I decide which version is correct. For some reason, when there's no pause between the sentences, like this: "She's bilingual, she can speak both German and English.", "can" works better. But maybe if I stare at the other version, it's also gonna look OK to me.
