Q: UK citizen without UK passport re-entering the UK

AaronI am a UK citizen that is currently in Hong Kong and will be going back to the UK for studies. I also have a Hong Kong Passport. Before leaving the UK for summer, I had lost my passport and started the process for getting a new one. I also still have the application number to prove this. However...

the number of UK in this question is insane o_o

So it seems to be different between states
 
Yeah, but one county does. One time I drove through that county right as it was switching over, so it switched like 4-5 times in a day.
