Argh. I tried to get a gold badge before getting a silver badge - it turns out that I failed. I got the Civic duty badge before I succeeded in getting Electorate...
 
I guess you gotta learn to walk before you can run :p
 
Looking at the list of badges, it appears that Constable ( Served as a pro-tem moderator for at least 1 year or through site graduation) is the only gold badge that can be earned without having any silver badges.
