Use Google Docs, you can share Google Docs files with anyone you choose
 
Then get Office. Or LibreOffice, but the latter is usually painful to use.

the documents are image heavy, and so scrolling usually jumps way more than I want to

Also, why in the world are issues submitted as DOCX? Why not use a portable format like RTF?

With Google Docs, you can view the files whenever you want to (even in offline mode once you enable it)
