Q: Help with an IOI problem!

I'll participate in IOI 2011 this year, and in order to prepare myself properly, I'm solving past IOI tasks. This task is kind of easy but it needs "a key" I can't figure out. I thought of making a linear traversal on the graph, but I couldn't figure out how to update the current traffic congesti...

I'm still in favor of not enforcing that one fanatically, though, since I guess we could use a few questions that are not contests.
Currently there is no suitable way of asking how to approach or solve a particular puzzle or challenge without turning it into a contest.
