@CopperKettle The former. In speech, people do sometimes say things like "I wonder… When will they enable it?" where the question has the form of a main clause and isn't really embedded under I wonder. This word order is rarely written, but when it is some sort of punctuation is usually placed between the two portions. Otherwise it's likely to be taken as an error.

I agree with you that the second half is more appropriate on EL&U. The problem is that when a question is migrated, it's locked on the original site. And if it's rejected, it's unlocked, but the other copy is locked.

Basically, the idea is to keep only one copy unlocked at a time, so things can't happen differently on two different copies of the question.
