Furthermore, I think the the expectation that research be done first applies when a poster asks a question that should otherwise be easily answered by looking something up.
The question about "I who am your teacher, verb [something]" is not unclear. The poster wants to know if it's grammatical.

@JimReynolds The only thing that makes them "related" is being on the same test. Otherwise, they're not related at all. The OP doesn't even say what he thinks the answer is, only what the test says the correct answer is. Even simply stating "I think it should be A because ___ and not C" would show that they've made some attempt at answering the question.
@JimReynolds He's asking for proofreading and not even explaining what he's trying to say. We don't do proofreading and it's impossible to answer the question in any way that's helpful without knowing what he does want to say.

The only possible way to answer that question is to say "no, it's not correct". There's no way to say what is correct because it's completely unclear what he's trying to say, which is why I've VTC as "unclear what you're asking".

I don't know if it's ever been decided anywhere which questions belong to which. If not, that's going to remain a problem until there's a comprehensive effort to resolve it.

Well, it's not as though any question necessarily belongs only on one site.
the SE network is like a series of lenses through which we question the world.
A question could be on topic on ELU and ELL, but they could get very different answers on each site.
Or Physics and Bicycles, for example.
Exactly. But on ELU help, I think there's policy guideline to evaluate "whether the question's more suitable for ELL".
So it's possible that there's some overlap with the questions that could be on-topic on ELU and ELL, but the answers will be different.

On Japanese.SE, there's a policy against comment answers, and people flag them and actively quote the meta to one another on a regular basis. But some people there prefer comment answering for various reasons (like they don't want to be downvoted, for example)

@jimsug Right... but we can add a fourth one that applies to "please improve your question". For example, with the TOEFL question, we could include an example about separating unrelated question into different questions and, for each question saying which you think is the correct answer and which you think are wrong but what the actual answer is.
The second one is similar, because we basically tell them to use dictionaries instead of our site, which is fair, I think.
