Q: Why can't new users talk in chat?

I just saw this answer here by a completely new user. It's a good answer, so I wanted to invite them to chat, but after looking at our Privileges page, I see that you need 20 rep to talk in chat. That doesn't make sense! Reaching out and connecting directly with new users is like User Retention 1...

@StevenJeuris @JoshGitlin Are either of you capable of rewriting this SEDE query to match questions that count for %Answered? Currently it seems to take every unanswered question (including, say, closed questions), but someone else wrote it for me and I'm bad at SQL.

I asked for decimals on %Answered on SE Meta.
