muscle has no memory.. it is the learnt skills that we utilie our muscels for that is laid within memory the supplementary motor cortex and the motor cortex

You're just taking it too literally, it refers to what you were speaking of, but I believe sits more in the cerebellum than the motor cortex
so it's not memory of the muscles, it's simply a specific type of procedural memory
