PacletInstall (on Windows) installs paclet files into <user>\AppData\Roaming\Mathematica\Paclets\Repository, but this path is not in $Path, so once the paclet is installed it cannot be imported using Needs, without figuring this out and manually adding it to $Path. This isn't very user-friendly.
