@yode Sorry for the late reply. In my java code, I'm using the apache HttpComponents library. There, it is very clear how to configure a proxy but there is no documentation about a "PAC address".

Background:
It is troublesome to upload some files to Stack exchange. A possibility is to give some Google Drive or Dropbox URL but it maybe unaccessible to some people. Using the SE Uploader gives some error information like the following:

So after reading this question it appears Mathematica can resume sessions essentially if you pass it the -sl option.
Is there a way to make it act more like Windows and OSX and make this the default when clicking on the Ubuntu icon ?
