@yode @J.M. I have created and tested successfully a version of the uploading mechanism that uses a proxy. My understanding is that VPN and proxys are kind of similar but at the same time completely different :)
@yode I have taken a free proxy for my test which consisted of an IP adress and that used a special port. Do you have something similar? If you give me the address of a working proxy, that lets you visit SE, than I would compile its IP address into a small test-function. The test-function will contact SE and uploads a tiny png image. If this works, that chances are good we will get the Uploader working for you.

@Szabolcs I'm not any better than tech support. There are very few instances where I can help anymore more than they can. All I can do is take a look. But I honestly don't know more than you do about parallelism in Mathematica.

@yode Optimally your images should be uploaded to i.stack.imgur.com like other images on here. They an agreement with StackExchange, other hosts cannot be relied on in the same way.

@Searke Sorry about not updating the answer yet, I should have (too busy these days). JakobAkkerboom gave the solution above. The integers get too large for machine integers, and bigints are slow to transfer over MathLink.
@Searke So the answer is: The speed is limited by the MathLink data transfer here. It is slow because bigints are being transferred (they don't fit in machine integers). I am a bit surprised though that MathLink doesn't handle 64-bit integers here. Maybe that's because it still needs compatibility with 32-bit processes.
