@Pierre303: I would, but I think the citizen badge is a little too hard to earn. I learn a lot on SO reading, asking, and answering when I can and when no one has already beat me to it. But I don't think me or many others could maintain 20 answers,comments,questions a month that all get upvoted. I typically find about 3 things a week that I can help with.

@Pierre303(continued): I can easily see many high-rep users getting that badge, but not many low-rep users(if they maintained 20 Q/A/C a month that all got upvoted, they wouldn't be low-rep long). So I fear this might restrict voting to high-rep users. IMHO, voting needs to be restricted some but not more than 250-500 rep and it shouldn't matter how long it takes them to get that rep. If they spend 6 monthes here only getting 200 rep, they're obviously atleast somewhat committed.
