Okay... now reread my previous statement, which began with "**I don't think that**..." Obviously, I was incorrect. However, this does not negate any of the rest of what I said:
A question can be of low-quality, and not be a PSQ. In this case, the question is not a PSQ because the author has provided a source (which is a good start at providing context), and has claimed to have made an attempt (but there is no actual attempt shown, so it is impossible to know what the author actually did).
This isn't a PSQ, but it is still of very poor quality, and needs improvement.
