@XanderHenderson You suggest that instead of trying to reopen a poor question (in order to get upvotes from an answer to the poor question), the answer post a better question, and answer it (so as to yield upvotes) instead. You did not use those words, but you address the motivation of the answerer, by giving them an out: question remains deleted, but can be reposted, in better form, and answered by same answerer, to recoup lost rep.
But, whatever the case, it's over with, afaic.
 
Alternatively, the question was poor but the answer was good; if you want to preserve the answer, ask a better question (whether or not reputation is the motivation).

I think that my response is entirely agnostic to the motivation of the person who posted the request for reopening.

Just because one withholds their judgements, doesn't mean they don't judge, and nor does withholding judgment mean one is a liar.
Actually, one can speak in a way they think withholds judgment, but that doesn't mean they are successful in withholding judgment.
 
I infer from your comments that you believe that I believe that the reason that user1729 wants the question undeleted is to preserve their reputation. This is the implication made by your parentheticals here.
Have I misunderstood your point?

I have made a feature request on Meta.SE: block early answers. You might want to take a look to see if it actually matches what is needed here.

@ccorn I upvoted your post, @accorn, but I have very little experience on other SE sites, so I do like the suggestion made about posting the request on MSE meta, first. It is a variation of relatively recent meta posts. See for example, Martin Sleziak's post here, in which he has also collected a handful of related posts.

I have posted that request on Meta.SE because it would need implementation. If they reject it there, it does not matter if it is liked here, and we have to work with what is given. Those queues perhaps. Or reducing the close vote threshold. But I wanted to have made the proposal at least, so that it can receive feedback. (And the feedback is interesting indeed.)

@ccorn I understand that; but if the will of the users on this site make their interest in having such a temporary block on early answers (to questions from new (accounts less than 45 days old), or from all users, across the board), SE will consider site specific implementations of feature, if it isn't too much work for developers to develop. The need for the feature you speak of is likely unnecessary on any number of sites. (Note the comments from those who realize that MSE may need such...
a feature, and it is better to arrive at a consensus, if possible, and with such consensus, only then will SE take such a feature request seriously. So me need to argue why such a measure has become necessary, why current features will not or have not solved the problem for which the proposed feature is supposed to help. Etc., Etc.,

@ccorn Nothing will be implemented without first arriving at a community consensus, or strong support, from MSE, as to what exactly a feature such as those already proposed, and/or yours, can do. SE has already developed an implementation of both a "help and improvement" review queue + "triage" (see link I provided you above for more details).

When a question like: "Why does $10^{\log_{10}2} = 2$ ? I tried to draw a graph but that didn't help" (period, no work, no context), earns two upvotes, and one of three answers gets three upvotes, and despite being flagged as low quality, it gets only two close votes (one from me), we can surely conclude that MSE has a quality-control problem. math.stackexchange.com/questions/2639734/why-does-10-log-102-2

My comment there: "I am discussing with my friend about how many times a number appears in life" That depends on non-mathematical considerations: one's culture, geography, how long one lives, whether they have analog or digital watches or not, occupation, education, this is not a question that can be answered using mathematics alone. This is the kind of pseudo-"philosophical" banter that occurs in a tavern among folks who've already enjoyed a few brews!
