@user21820 Both are terminology questions. Are there questions of other types that you think the interestingness overshadows the lack of context?
By "other types" I mean a real mathematical question like the Riemann's Conjecture.

Talking about a special case is not counted unless there is actually some non-trivial effort that goes into the special case. In case that didn't come across correctly, I would be glad to state my views, but I don't appreciate being told as a matter of fact what the 'community' agrees with Jack on. Why Jack, of all users, anyway? And that "Therefore, ..." is not a correct usage of the word, since you can't say you know the true motivations of the people who voted to reopen.

@GNUSupporter8964民主女神地下教會 Whether or not there is "effort" is not a criteria that I use when determining whether or not a question is worth keeping around. That particular question, in my opinion, lacks sufficient context.
It could be improved by adding a picture (as has been suggested), though I don't think that would be entirely sufficient, either.
A more complete description of the indicated special case would be good, and would likely provide sufficient context (at least, in terms of my opinion of the quality of the question).
@XanderHenderson hi: I have a question. In passing i've seen references to limitations that users of this room have apparently agreed upon as compromises. Do we record those in a page somewhere? I'd like to familiarize myself with them on the off-chance my activity would rise to the level it might exceed them.
Even better would be some indication of motivation---I don't find the problem itself to be terribly interesting, and it looks like a basic homework exercise to me. As such, some indication of the level of the student would be helpful, as well as some discussion of what other results they know which might be relevant.
@rschwieb I don't think that they have been codified anywhere.
Are they few enough to be regurgitated now?
Honestly, I don't know that I have been immersed in MSE long enough to know.
My impression is that there is a "no homework questions ever" vs "homework questions are okay" divide, with the compromise being to close PSQs, but allow homework exercises if they are given appropriate context.
There was also a complaint at one point that closure lead to deletion too quickly, so I think that there has been an effort to give askers more time (at one point, I put together a search for short, closed questions which were between 6 months and 2 weeks old).
(The idea of the two week window was to give folk time to make corrections post-closure).
I am not aware of any other compromises, and I am not sure that either of these has been made formal in any way.
@XanderHenderson I thought someone mentioned something at some point about there being a conventional deletion request limit for posts in this room. But I didn't follow up, and I didn't pay attention at the time.
We might charter some formal ones

@rschwieb I believe that is not a compromise, but rather a concession to pragmatics: it requires 3 votes to delete a question, and there are likely less than 100 delete votes represented by folk in this room in any given day (e.g. I can only cast 10 such votes in a given day).
@XanderHenderson Could be. I guess since I don't think there's a way to track it we'd really have no way of proving conformance either. So never mind.
