GDPR is a massive stinkhole of requirements. In short - if an EU citizen **MIGHT** have some data in a system, that system has to be GDPR compliant.
So Home Depot has simply prevented anyone from outside the US (I presume) from accessing their website, rather than making their data collection compliant. That I'm in NZ has no bearing on it other than being "not in USA"
