Is anyone here expert in steel frames?

Long story short - I have a steel bike which matches the frame I rode to high school in my youth. Its a blue 22" Raleigh Arena road bike, where my school ride was green.
So I'm keen to build it up and see if its any good when compared to my memory.

Sadly the right hand seat stay appears to have been dented by something, and I'm not sure whether to attempt straightening it, or to ride it as-is, or to call it dead.

I say it has about as much of a bucket shape as the seats on my Flevo bike and trike.
They sit very nice if you are the right build for them, but if you are wider in the hips you get very tight in there.

I understand Delta tricycle, one accepts the less than ideal stability in turns for a lower seat and more aero position. But what is the point of tadpoles?

Cornering. three wheel trike motorbikes have been almost eliminated here because of rollovers injuring or killing farmers.
