Oh alright, I saw a meta SE question which said "IMO, all questions that have no objective right answer but asks for a list of opinions should be CW. "
so thought that was the definition
I found the actual MSO question explaining CW, so that clears it up for me

Q: Browser parsers vs Stand-alone parsers

Aby CodesFirefox/Chromium have well implemented(?) parsers. Then why are parsers like lxml and other such parsers being developed with so much effort put into it? Aren't they re-inventing the wheel? Or are they solving a different problem? Can't parsers in browsers be made into standalone libraries?
