@MartinR that flag was handled by me. And after handling many flags related to EoQS since I became a mod, this was the first instance where I did not find a pattern of answers to low quality questions. In all other cases where the pattern is not sufficient for any visible action I have marked flags as helpful. This exception probably triggered the "decline". But I think the right way should be mark as helpful to encourage flagging similar behavior.
I don't think I can change the flag status now. But will keep in mind if such an exception arises in future.
@MartinR you are right about that as well. Users should judge the content (not target the user) and flag if needed. One does not have to look at all answers by a user.

@amWhy I can't comment on the specific instance where you were asked to produce additional evidence, but I think users need not produce evidence. Just stating problematic behavior is fine. If a flag is backed by evidence and some sort of investigation it makes a mod's job easier but this is not necessary at all. In many cases (targeted voting, socks) evidence helps a lot to get the problem handled quickly.
In the specific case of EoQS if you see a poor question (irrespective of whether the question is closed/deleted or not) being answered that's sufficient to raise a flag. But casting a close vote on the question helps.
Having said all that, if a mod requests for evidence it means they want some help in handling the flag and are not casting a doubt on intent of flag/flagger.
