I had a different proposal related to bounties some time ago, but it did not work out. Meta: Could list of unresolved past bounties be useful? chat: chat.stackexchange.com/transcript/19138/2017/7/8
Now I have created Listing bounties room on MO. We will see whether it's going to be useful at least to some extent.
The intention is basically that questions that had bounties are usually among the more interesting ones. So some users might be interested in past featured questions that are related to their areas of interest. And searching in chatroom might be a bit easier that using SEDE.

@MartinSleziak Definitely related. Alexander and I are both interested in sponsoring some good stuff (he is more experienced than I am, and there are many others). The idea was to bring together interested investor and suggestions for good questions and/or answers, and to dedicate a chatroom for such a purpose. And also to promote the pearls a bit more either in that chatroom? Possibly even in meta, but I'm not sure whether that is acceptable.
Unresolved past bounties will likely provide some useful material. Depending on whether they tickle the fancy of an interested sponsor :-)
 
There were somewhat related posts on meta (I mean related to the idea of promotion some goods stuff). Here is one of those discussions: Is it possible for this site to get some sort of “best of” feature to compile classic answers?
But I don't recall from the top of my head a discussion where using chat for this purpose was suggested.
Of course, there is Greatest Hits page - but it is generated automatically, and it is definitely different from what you're after.

Another thing, which is possible to do within current framework, is creating a chatroom and post interesting questions there. Owner of a chatroom can decide, who can add content to a chatroom. Nobody prevents a group of user to say: Let's create a chatroom and post there links to interesting questions from algebraic topology (or some other area we are familiar with), or even questions from any area. The question is whether other users would look at the questions posted there - the selection would have to be good to attract other users. — Martin Sleziak Apr 22 '14 at 5:17

@JyrkiLahtonen Funny. I had that idea some while ago.
I just slowly feel a bit tired of this website (some users in particular exhaust me in the last couple of years), and I less and less inclined to contribute.

Giving visibility to destructive behavior is not necessarily helpful. There is a balance to be found. I am not sure where it is. Just throwing this out as a maybe obvious thought.
