@amWhy I agree it's a strange question and I was quite close to closing it when it was a 1 close vote. But thought I'd give it some more time. I am not certain what to do. Maybe just letting it linger around until auto-del comes along is not the worst option.
@quid I agree. I have not any clue re: what to do, though I refused to read the MO question (seriously), and essentially a bit shocked by such a question on MSE meta. The OP from the meta mse question seems to be digging himself in deeper, at least given his last comment. In any case, I'm not wasting any more time on it! :)

I have read that: The only way to end a posting block is to positively contribute to the site; automatic bans never expire or "time out". Begin by fixing your existing posts. @user243301 It looks like somebody wanted to get the voting badges (Suffrage and Vox Populi) and picked your posts for most of the votes. It'll probably be reverted by the script. But you're going to keep the Mortarboard badge.

@Sebastiano It's kind of strange, according to your user history you've never been shown a quality warning before posting a question, and you've never been rate-limited. Typically, when a user hits the question ban, both have occurred before. But looking at your questions, two problems are obvious, you have too many deleted questions, and too many downvoted/closed questions.
I don't know how much it would help, but undeleting this and this question would help a bit.
