@quid Oh wow that is quite amazing. The time restriction is clearly a software check, so it's amazing that even SE staff can't bypass that easily.

@user21820 I don't really know how easy or not it is to by-pass it. But in any case it is not a situation of "ask us when it is needed, and we'll help" which is the case for some other things. It's "we don't migrate old stuff."
 
Yea I didn't realize that.
 
I think it's a policy decisions to avoid moving around questions too much.
There maybe were some exceptions where new pages were "seeded" with some existing ones.
 
I think I see one possible reason. If questions should be migrated based on the scope, then it may be that future SE sites that cater to a particular specialized scope may become more suitable for a significant chunk of questions.
 
Of course there also was the case when MSO/MSE split, but that's a really special case.
@user21820 yes. But also "more suitable" is not a reason to migrate.
 
It might be that the original site narrows its scope.
