@amWhy if the user does both discreetly I might just let it go. If instead they make a fuss about the questions they answered getting closed or something like that I'd start a discussion.

So if the user visits this chat room, (to which I linked him in a comment below one of his PSQ answers) visits this discussion, you are effectively advising him to just cover his tail, and try not to be noticed. If you do that and don't happen to post a complaint about a question of yours, at any point in the future, that may be deleted, your off the hook, and you can continue closing PSQ's that others answer, as well as continue to answer poor PSQ's when you want to earn some easy rep, @quid?
I admit, I'm rather surprised that you are essentially waving away such behavior; perhaps the problem is that the user has been fooling most by his secretive closing of only PsQ's that have already been answered by others, and answering those he can answer first. I think it's time to call this behavior out, as clearly, no mod has the guts to send a "warning/email" expressing recognition of his questionable and contradictory standards. But I guess my only option then is to inform the community..

@amWhy it's not a question of guts but of pragmatism and acknowledging that there is a lot of ambiguity regarding this point on the site as a whole.
A user likes to answer questions, and the user recognizes that the site also needs some moderation, so they contribute to this, too.
Or maybe they want to help askers, but realize that there is no lasting value in some content so they help clean it up.
I don't find the situation you described ideal, but I don't see it as a major problem either.
Finally I don't see what could be gained by having a debate about it.
 
@quid You clearly haven't read my main concern. So, you are essentially condoning the following behavior: "Appear to care about site quality by being visible in the review queues, and an active closer of psq's I haven't answered, but pretend the PSQ's I answer are good questions (instead of being consistent and closing those questions which are on par with the quality of questions I've closed.

@quid If said user deleted answers to PSQ's and voted them down, I'd have evidence that they're consistent, more or less. So it's okay, I guess, to continue to vote to close and delete poor questions from this user, and other rep-farmers, and also start answering any questions I might get rep from, even if they're exactly as poor as the ones I answer.
 
@amWhy it's "okay" iin the sense that you won't get into trouble with me over it. It is not something I'd recommend as I said it is not ideal behavior.

Since I've decided there is nothing to gained by debating this question, it is therefor, ipso facto, not worth pursuing. Go away."
You're not the only mod whose actions communicate this line of thought. This site will likely deteriorate, with an exodus of dedicated users, so the rep-farmers dominate, with the blessings of the mods that remain.
 
@amWhy look, you asked for my opinion. I gave it. If you do not like it, that's fine. I did not say you must not ask about it on meta. But I don't think anything useful will come of it. I might be wrong of course.

@AsafKaragila Hmmm, good question. I'll be heading out to enjoy the sunshine at a nearby beach (on a lake), I'm frustrated frequently on this site, but that's nothing new! :/. It's Sunday morning (in my "neck of the woods"). So, What's upside-down?
