@Zeitounator, I fail to see how questions on Jenkins (a continuous integration tool used in the SW development process) are a better fit on superuser (Q&A for computer enthusiasts and power users). The 49000 vs 290 jenkins tag ratio would seem to make that a consensus, unless/until you can convince S/O to migrate most similar questions there. Don't do this. A singleton will last for the lifetime of the application. In case of a web application, the lifetime of the web server. You would have to restart the web server to get the new instance.
