Which SE site is the best place to ask a Docker question when It has noting to do with Ubuntu? For example OP asked how to add users to Docker.
OR which SE site should I have asked this question on?

You misunderstand my question. I do not want to learn about docker. I wonder if those questions belong on ASK Ubuntu.
 
@David I don't. I'm saying its probably a good idea to do basic research first
for more complex stuff, U&L, or Server Fault...
 
I agree I have noticed more and more OP are doing no research before asking on the site. Not just about docker about almost anything.
It does seem you agree with me pure docker question are no Ask Ubuntu questions.

Does seem to be of a gray area. Ubuntu host or not it is purely a docker question that has nothing to do with the host. Any I thouhgt I would ask question my question now closed thanks.

I got my second Sinopharm shot yesterday.
The USA, where Pfizer is most popular, seems to be bad mouthing Sinopharm a lot but had 147619 new cases and 1134 new deaths yesterday.
China, who mostly uses Sinopharm, had 35 new cases and hasn't had a death in months.

Maybe the Chinese do everything they are told, like take the vaccine and social distance.
Last time I was in China they did not seem big on social distancing, (But that was just a few cities).

China has administered 140 doses per 100 people.
The USA has administered 109 doses per 100 people.
What other factors matter?
Sri Lanka has only administered 87 doses per 100 people. and is still a red country.
 
There are many factors that matter, but I think it's pretty clear that the biggest one is that when China started vaccinating people they had negligible numbers of cases. I saw a report on Chile having a huge surge in cases even while their vaccine coverage was very high, using the Sinopharm vaccine. All the vaccines are good, but there are always gaps and breakthrough infections, so the more cases you have, the more cases you continue to have :/ Stupid super transmissible virus :(
 
Looking at the charts, ourworldindata.org/covid-vaccinations?country=CHN~USA, The USA and Canada both started vaccinating December 2020 and the US got off to a much faster start. I recall China had the most cases first.
What shot did you get in India, if you don't mind me asking.
An anticipated profit of a trillion dollars can sway a lot of studies.

China had (or reported) very very few cases compared to other countries after the initial outbreak there. Vaccines came much later. The graph is not relevant to my point
but anyway I'm grumpy about the stupid new anonymous review comments I can't delete
in India we have some version of the Oxford-AstraZeneca vaccine and another locally invented one
vaccine profiteering makes me even more grumpy

Yes I am becoming very anti Pfizer myself. I did not get charged for my Sinopharm shots here at all, even as a foreigner. China has given Sri Lanka many millions of Sinopharm doses.

A few hours later, but if the OP is using Docker on Ubuntu or is using an Ubuntu-based container, I would give them "on-topic", but recommend other Stack sites as probably being better for it. While it seems off-topic for Stack Overflow, Docker (and Ansible) questions seem to get a free-ride there. No one ever marks them off-topic.
Unix & Linux Stack & Super User (almost always "on-topic", but perhaps not the right level of expertise) would also be possibilities.
On the vaccine side-topic, our US choices were Johnson & Johnson (one-dose), Pfizer (two dose), and Moderna (two dose). Back in April, before Delta, my wife's immonlogist recommended Pfizer as his first preference, followed by Moderna, then J&J. The problem, of course, is that Delta threw a monkey-wrench into things.
Pfizer is showing (at least according to one test I saw) as being about 44% effective against preventing Delta (compared to no vaccine), Moderna was somewhere in the 70's. But that data was also based on health-care workers, who had received Pfizer earlier (so it may have waned slightly more than Moderna).
The thing I haven't seen answered is that both Pfizer and Moderna said earlier this year that they would be able to modify the mRNA vaccines for variants without about 3 weeks of the emergence of a variant. Delta has now been around for 2 months now, and there's been no report that I've seen that they have updated the vaccine for Delta.
All of them do seem to have better success in keeping severe cases/symptoms/hospitalizations down. But the more unvaccinated people we have here (and it's still way too many), the better the chance for breakthrough cases.

@GoldCredential Could well be a damaged keyboard. If you have another one, you can use it and see if the issue persists. If it doesn't, it's certainly a damaged keyboard.

@Zanna For Docker questions that don't really have anything to do with Ubuntu? If it was remotely close to development use (which most Docker usage is), then Stack Overflow really has a ton of Docker questions/answers/expertise there. If it's more Linux configuration/usage within Docker, probably Unix & Linux Stack.
