Q: Why do I need to restart OS after some package upgrade?

TimOn Ubuntu, when running sudo apt update; sudo apt upgrade, why sometimes it asks me to restart my OS and sometimes not? What do the packages that have that restart requirement have in common? My cousin says he has Ubuntu installed on his desktop, but the monitor doesn't work (lost the cable or something), is there any way for him to log-in to it over the network (I'm pretty sure he's done nothing in advance to enable it...)?
 
@AaronHall he could try to log in via ssh but not sure if that is set by default, but worth a try
 
Given all the tutorials on how to enable it, I'm not thinking it's possible...
It would be pretty irresponsible for telnet to be open by default too...

if he is lucks he gets a prompt for his password
trying does not hurt or does it? :) if he has data on that machone he needs access to he as well could remobe the hdd/ssd and insert it into another mache given it is not encrypted or he knows his passphrase
