I am logged into one machine as user "john" and now if I try to switch to another user "dummy", I am getting below error. Long time back I only created this "dummy" user but forgot how I did that:
john@machineA:~$ sudo su - dummy
Your account has expired; please contact your system administrator...
On Ubuntu, when running sudo apt update; sudo apt upgrade, why sometimes it asks me to restart my OS and sometimes not?
What do the packages that have that restart requirement have in common? Is it not possible to update such a package without restart OS requirement?

i'm unable to boot from an external hard disk with ubuntu installed via usb installation media.
i fully installed ubuntu 17 OS in my external HD, but the issue is that i cannot boot at all from it.
