This has got to be the oldest Ubuntu bug:

PPA packages do not show a changelog in update-manager

When installing official packages via update-manager, the change log is available from a tab in the GUI (next to description). These change logs are not available for PPA packages. Could this facility be added? When discussed on IRC #launchpad, there was some concern this might blur the boundaries between official and PPA packages and result in unfounded trust in the PPA packages.

Hmm. I wonder if that's actually any different than runlevel 1. I don't know. Is that really the same thing you'll get when you see the "Give root password for maintenance" message?

It seems reasonable but I'm surprised they default to bash.

What if your / hasn't mounted, for example?

I'm 90% sure you can get that message if your / partition failed to mount. If so, there's no way that the shell is /bin/bash or even /bin/sh. It would have to be something on the ramdisk, I guess.
