@Fabby You're not really answering the OP's question though. The comment seems reasonable. What would $SOURCE and $TARGET be here? The OP wants to see what's different on their current system when compared to a fresh install of 18.04. What would you rsync against?
The comment is explaining that the OP can't install both operating systems and therefore cannot use rsync to compare between them.

Or maybe if they could boot into a live instance of 18.04, then mount their local disk and rsync against that.

Finally got 16.04 to upgrade directly to 19.04. nvidia isn't working yet and it seems 19.04 only works with 5.0 kernel but more experimenting is needed. Even without nvidia the gnome desktop is snappy in version 19.04. Strangely my desktop icons didn't disappear like happened to other users though.
