I don't care anymore, but just for record I added the disk allocation recommended content to the end of the answer where it was probably too easy to overlook. That's why I deleted it. I thought that I got tagged as a warning because the question was too broad.

17.04 was requiring in most cases 3.5 but still had 2.7 minimal installed for some packages
17.10 had only 3.5 installed by default but some exotic packed instelled 2.7 too as dependencies
18.04 relys now solely on 3.6.2
repairing this is a major pain in the backside
to be honest IMHO it is easier to do a fresh install insted of repairing

without working python the OP might not even be able to run a version upgrade
so he would have first to fix python on his EOL system which is tricky to impossible at best
then run the update from 17.04 to 17.10 where not unity is the primary anymore and which relys on wayland by dafault, and then to 18.04 which again uses by default x11 for the desktop and wayland for the greeter
estimated time for all around if the OP is knowing what to do 2-3 hours at best
fresh install ~ 30-45 minutes
Conclusion: Fresh install

I'm waiting for 2 things. 1 blackout. 2 at least in the american legal system, a change of venue is allowed. So, basically, if you don't like how a business does business, then don't do business with them. Gambling websites have used "it only matters where the server is" for years. So, there's a legal precedent to tell any lawsuit based on GDPR to just shove off. "We'll try it in the states. By the way, that's not our law. See you later." sort of thing.
I noticed they already started going after FB and GOOG. It's common knowledge they make their money on PII harvesting, and if you don't know that, you're fooling yourself.
China does the same thing with copyright law. "Yeah, we don't care. Not our law."

@Fabby I think the problem of (supposedly) bad French drivers is (or was) exacerbated by the terrible traffic situation in the inner city of Paris. In the outskirts and all other parts of France that I visited people drove just fine.
