Someone on SU had some HP work systems with 'missing' PCIe slots

the pads were there, but they'd left out the actual connectors

If possible go for a workstation (optiplex's dell's 'regular' workstations, precision is the high end xeons) over a 'consumer' system

Every PC I've owned (except this desktop, which didn't include a hard drive) came with Windows.
