from what I can tell, python is trying to interpret ISO8859-15 as utf8

Instead of bug_numbers = [int(x) for x in data.split(" ")], write bug_numbers = (int(x) for x in data.split(" "))
if you make a habit of it, your programs will run faster
the second one is a "generator expression", which is like an iterator. it only evaluates each item as you request it, not all at once (lazy evaluation)
