Q: Why can't I upgrade my kernel via the terminal?

If I type sudo apt-get update && sudo apt-get upgrade I can only see that the kernel packages are kept back, and not installed. As the screenshot shows. If I then start the update manager I can install the kernel, with no problems at all. As the second screenshot shows. Why is this?...

@rlemon essentially, but a little more basic than a site. A project just allows you to setup different "workspaces" (not like netbeans) where it knows what files you had open and where the parent directory is for the project
