so, I read the meta

and regardless of whether or not Puzzling.SE declares challenge puzzles to be on-topic or not, I would definitely like to contribute to building a new custom web CMS for puzzle-solving

there are some puzzles that I'd like to make that Stack Exchange really isn't the perfect format for

or even a good format, really

even though the latter one isn't one I've managed to make a running program in yet

hell, I'd also be open to learning Ruby on Rails

the problem with using something off-the-shelf is that what I have in mind isn't QA-based, but forum-based

like Discourse

but can't exactly be done with plugins either, AFAIK

it would be forum-based with a few Q/A elements, not Q/A with some concessions to discussion like SE currently is with comments
