@gimusi I am trying to check whether there is some FAQ for flag bans. Did you try to have a look too, for example among the posts tagged flag-ban on the main meta?
Do you get some kind of message that looks similarly to this?
Perhaps the advice from this answer might be useful: Immediately rebanned after flag ban was lifted; should I wait to flag again?

In any case, I don't have much better advice than waiting. (I assume that you got some message How long you have to wait before you can flag again.)
I'm curious to see when I encounter the problem with some type of automated ban. I'd guess that what can happen most likely to me is a question ban either on MathOverflow or on some site which I do not use frequently and where I only have a few questions.

@MartinSleziak I've flagged some targeted downvoting (my guess) and past days those have been considered helpful but some recent ones were declined. It is not simple understand how to deal with flagging.

In case it helps - this is example of a pinned message. Look on the right in the starboard. (It will also be listed in the stars tab.)

Any user can star messages. And I assume you have already done that a few times.
Yes, I wasn't aware about the pinning part from chat adm.
But room owner can also pin message - which is very similar, but the pinned messages stays at the the top even if other messages are starred. (For some times. IIRC a pinned message is changed to a normal star after 14 days.)
